GPT-5.5-Cyber goes defender-only, AWS opens to OpenAI, and the EU's AI Act rewrite stalls

Access, not raw capability, was the story: a frontier cyber model behind identity gates, OpenAI's first multi-cloud moment, and a compliance calendar that snapped back to August.

OpenAI put its new frontier cyber model behind identity-gated trusted access, mirroring Anthropic's restricted Mythos playbook. AWS started serving OpenAI's models, Codex and a managed agent harness on Bedrock a day after Microsoft's exclusive license ended.

In Brussels, Digital Omnibus talks collapsed after a 12-hour trilogue, leaving the AI Act's high-risk deadline on 2 August 2026 — the relief European AI products were planning around is now upside, not an anchor.

OpenAI gates GPT-5.5-Cyber to vetted 'critical cyber defenders' only

Sam Altman said OpenAI's new frontier cybersecurity model, GPT-5.5-Cyber, will not be sold to the general public and will first roll out to a select group of trusted cyber defenders, with details on capability and access still undisclosed.

OpenAI's Trusted Access for Cyber framework is built to lower classifier refusals for vetted defenders on authorized workflows — vulnerability triage, malware analysis, binary reverse engineering, detection engineering and patch validation — while keeping the refuse boundary for everyone else. Individuals using its most cyber-permissive models will be required to enable Advanced Account Security.

WHY IT MATTERS

The first frontier OpenAI model launched as access-restricted by design rather than by price tier — a procurement model closer to defense licensing, and a template for how developers will get or not get dual-use capability.

EU AI Act rewrite collapses after 12-hour trilogue; high-risk deadline stays 2 Aug 2026

EU member states and European Parliament negotiators failed after roughly 12 hours of talks that began on 28 April and ran into the early hours of 29 April, leaving the Digital Omnibus on AI without agreement.

Because nothing is agreed until everything is agreed under trilogue rules, the package's headline win — pushing high-risk obligations from 2 August 2026 to 2 December 2027 and 2 August 2028 — could not be locked in. The unresolved file was not the delay itself but the conformity-assessment architecture for AI embedded in products already covered by sectoral safety law, such as medical devices, toys and machinery. Talks resume in May; with no deal before August, the Act applies as originally drafted.

WHY IT MATTERS

Any compliance program recalibrated around the Omnibus timeline is now exposed — the baseline for EU high-risk AI is 2 August 2026, and Omnibus relief is upside.

AWS brings OpenAI's frontier models, Codex and a managed agent harness to Bedrock

Less than 24 hours after Microsoft's license to OpenAI's IP became non-exclusive, AWS announced three offerings in limited preview on Amazon Bedrock: OpenAI's latest models through the existing Bedrock APIs and controls, Codex running on Bedrock, and Amazon Bedrock Managed Agents powered by OpenAI.

Managed Agents runs the OpenAI agent harness as a managed AWS service, with per-agent identity, full action logging for auditability, persistent memory and skills, and all model inference on Bedrock. Bedrock AgentCore provides the default compute environment. Codex authenticates with AWS IAM and is billed through AWS.

WHY IT MATTERS

The clearest signal yet that the agent harness — not just the model weights — is the unit enterprises are now buying, and that OpenAI is finally a multi-cloud vendor.

Mistral ships Medium 3.5 as open weights: 128B dense, 256K context, cloud coding agents

Mistral released Medium 3.5, its first merged flagship — a dense 128B multimodal model with a 256K context window, configurable reasoning effort per request, and a vision encoder trained from scratch for variable image sizes, published as open weights under a Modified MIT license and self-hostable on as few as four GPUs.

Mistral reports 77.6% on SWE-Bench Verified and 91.4 on τ³-Telecom. It becomes the default model in Le Chat and replaces Devstral 2 in the Vibe coding agent, shipped alongside new cloud remote agents that run coding sessions asynchronously and in parallel, spawnable from the CLI or Le Chat.

WHY IT MATTERS

A frontier-adjacent agentic coding stack you can actually run on your own hardware is the open-weights headline of the week, and it underscores the shift to async, parallel agent sessions as the interface.

Mayo Clinic's REDMOD detects pancreatic cancer up to three years before diagnosis

A Mayo Clinic-led team published work in Gut on REDMOD, an AI that reads routine abdominal CT scans and picks up subtle tissue-texture signatures of pancreatic ductal adenocarcinoma in a pancreas that still looks normal, with automated pancreatic segmentation.

Across scans from more than 1,400 people — including 219 whose earlier CTs had been read as normal but who later developed pancreatic cancer — it identified 73% of future cases a median of about 475 days before clinical diagnosis, and up to three years ahead in some patients, versus roughly 39% sensitivity for expert radiologists reviewing the same images. It is not yet approved for routine clinical use.

WHY IT MATTERS

A concrete deployment example rather than a benchmark demo: in pancreatic cancer, the timing of diagnosis is the single biggest determinant of survival.

Microsoft and OpenAI rewrite their deal: non-exclusive license, capped revenue share

The amended agreement makes Microsoft's license to OpenAI's models and products non-exclusive, running through 2032, confirms Azure as OpenAI's primary cloud partner, and lets OpenAI serve all of its products across any cloud provider.

Microsoft will no longer pay a revenue share to OpenAI; OpenAI's payments to Microsoft continue through 2030 at the same percentage but subject to a total cap, and the agreement drops the clause that hinged on OpenAI declaring AGI. Microsoft remains a major shareholder.

WHY IT MATTERS

This is the structural change that made the AWS Bedrock launch possible a day later — it resets where developers can buy OpenAI's models and ends the single-vendor lock-in that shaped enterprise AI procurement for years.

WEEK OF APR 18 – 24, 2026

Google bets $40B on Anthropic, GPT-5.5 lands, and Cloud Next turns everything into agents

A week of two things: OpenAI shipping its strongest agentic coding model yet, and Google going all-in on the agentic stack — money, silicon and a rebuilt platform.

Alphabet confirmed it will invest up to $40 billion in Anthropic, days after Amazon agreed to put in up to $25 billion. Anthropic's run-rate revenue passed $30 billion this month, up from roughly $9 billion at the end of 2025.

Google Cloud Next split its TPU line in two and rebranded Vertex AI into an agent platform with purpose-built runtimes, identity and sandboxing — while OpenAI shipped GPT-5.5 and workspace agents the same week.

Google commits up to $40 billion to Anthropic

Alphabet confirmed it will invest up to $40 billion in Anthropic: $10 billion in cash now at a $350 billion valuation, with another $30 billion contingent on the Claude maker hitting performance targets.

The deal lands days after Amazon agreed to invest up to $25 billion, and comes as Anthropic's annual run-rate revenue passed $30 billion this month, up from roughly $9 billion at the end of 2025.

WHY IT MATTERS

The single largest hyperscaler bet on a frontier lab this year, and further evidence that compute access — not just capital — is the scarce resource in the model race.

OpenAI releases GPT-5.5, built for agentic coding and computer use

OpenAI shipped GPT-5.5 to Plus, Pro, Business and Enterprise users in ChatGPT and Codex, calling it its strongest agentic coding model yet; GPT-5.5 and GPT-5.5 Pro reached the API the next day with an updated system card.

OpenAI's published evals put it at 82.7% on Terminal-Bench 2.0 against 75.1% for GPT-5.4, 58.6% on SWE-Bench Pro and 78.7% on OSWorld-Verified, with roughly 20% faster token generation at matching per-token latency. OpenAI says it meets its High but not Critical cybersecurity risk threshold.

WHY IT MATTERS

Terminal-Bench and OSWorld both measure long-horizon tool use rather than chat quality, and both moved materially — the benchmark that matters for agents.

WED · Apr 22, 2026computechipsagent harnessesgoogle cloudsandboxing

Google Cloud Next: a split TPU line and an agent platform to govern agent fleets

Google split its eighth-generation TPU into two chips for the first time: TPU 8t for training, with up to 9,600 TPUs and 2 PB of shared memory in a superpod and 3x the processing power of Ironwood, and TPU 8i for inference, with 1,152 TPUs per pod, 3x the on-chip SRAM and 80% better performance per dollar.

In the same keynote, Vertex AI was rebranded the Gemini Enterprise Agent Platform, adding a re-engineered Agent Runtime for long-running agents, Memory Bank, Agent Identity, Agent Registry and Agent Gateway, plus GKE Agent Sandbox for executing untrusted agent code.

WHY IT MATTERS

This is the harness news of the week: purpose-built agent runtimes, identity and sandboxing are now first-class products, not glue code you write yourself.

OpenAI launches workspace agents in ChatGPT, a Codex-powered successor to GPTs

OpenAI introduced workspace agents: shared, cloud-run agents powered by Codex that hold files, code, tools and memory, and keep working across multi-step workflows after you leave.

They connect to Slack, Google Drive, Microsoft apps, Salesforce, Notion and Atlassian Rovo, are governed by role-based admin controls, and ship in research preview for ChatGPT Business, Enterprise, Edu and Teachers plans — free until May 6, then credit-based pricing.

WHY IT MATTERS

OpenAI is productizing the same primitives you build by hand — persistent memory, tool connections, approval gates — into a managed per-seat product.

MON · Apr 20, 2026open weightsmoonshot aiagent swarmscoding agents

Moonshot AI open-sources Kimi K2.6, a trillion-parameter agent-swarm model

Moonshot AI released Kimi K2.6 with open weights on Hugging Face under a modified MIT license — a roughly 1T-parameter MoE with about 32B active parameters and a 256K context window.

Its Agent Swarm layer scales to 300 sub-agents executing 4,000 coordinated steps, up from 100 and 1,500 in K2.5, and the model reports 58.6% on SWE-Bench Pro, 54.0% on Humanity's Last Exam with tools and 80.2% on SWE-Bench Verified. Moonshot showed multi-hour autonomous runs, including a 13-hour session that reworked an open-source matching engine.

WHY IT MATTERS

An open-weight model matching or edging GPT-5.4 on coding and agentic evals, with a swarm orchestration layer and an OpenAI- and Anthropic-compatible API, is the most consequential open release of the window.
